To teens in Sydney, Australia, the syrupy music sung by Barry Manilow is enough to make them run the other way, which is exactly what the authorities want.  Every Saturday night, kids congregate with their souped up cars in a parking lot near a residential area.  They rev their motors and they play really loud music, creating a disturbance in the neighborhood.  Now, says a city official, police are attacking the problem by playing really loud music of their own – recordings by Barry Manilow.  “It’s a good deterrent,” says Bill Saravinovski.  “They can’t stand the music.”
